Dundalk man charged again with sexual offense

A Dundalk man has been charged with impersonating a police officer and a sexual offense. This is his fourth sexual offense charge, according to police.

A woman contacted Baltimore County Police after seeing previous reports about the suspect, 30-year-old Brian Keith Cooper, Jr. of the 2000 block of Bear Ridge Road. She told police she’d been victimized by him in October 2015.

She told investigators that in October, she placed an ad on the internet for sexual acts and was contacted by a man. They arranged to meet on Fontana Lane in Rosedale.

The man picked her up in a dark four-door vehicle and drove behind the La Quinta motel in the unit block of Philadelphia Court. The woman told police that she’d planned to take his money and leave before engaging in any acts, but after they discussed a price, the man pulled out a badge. The suspect then drove off the lot, drove around and told the woman that he wouldn’t arrest her if she performed a sex act on him.

The two drove to a residential community where the woman performed a sex act on the suspect. He then dropped her off on Fontana Lane.

Police have charged Cooper with impersonating a police officer, first-degree sex offense and second-degree assault. He is being held without bail at the Baltimore County Detention Center.
