Man charged with rape, impersonating an officer

A Dundalk man has been charged with impersonating a police officer and sexually assaulting two women.

On Monday, Feb. 22, Baltimore County Police responded to an area hospital to investigate a rape. Police met with a 25-year-old woman who said that on Feb. 21, at approximately 7 p.m., she was at Dundalk Avenue and Graceland Avenue attempting to solicit sex for money.

A man picked her up in a car and agreed to pay for sex. The two then drove to the dead end of Crafton Avenue and got out of the car. The man pulled out handcuffs and a badge from his pocket and said he was with the Baltimore County Police Department. He also told her she was going to be taken to "Precinct 12" and asked her "What would you do to stay out of jail.”

The two then engaged in sexual intercourse. The victim said she didn’t scream because she was afraid of the suspect. He then drove her back to Dundalk Avenue and Graceland Avenue where he dropped her off.

On Monday, Feb. 28, police responded to the dead end of Crafton Avenue for a suspicious vehicle. Upon arrival, police found a man and a 34-year-old woman inside the car.

The woman told officers that the man picked her up on Dundalk Avenue and drove her to that location. She said when they got out of the car, he told her he was a police officer and was deciding whether he should arrest her. When they got back into the car, he told her he’d let her go in exchange for a sexual favor.

Police recovered a badge and handcuffs from the scene.

The suspect has been identified as 30-year-old Brian Keith Cooper Jr. of the 2000 block of Bear Ridge Road in Dundalk. He’s been charged with second-degree rape, second-degree sex offense and impersonating a police officer. Police say he was released on $350,000 bail.
