BPD didn't ask permission to use Rosewood Center

Should the Baltimore Police Department have been using the Rosewood Center for training last week when a trainee was shot?

The State Department of Health and Mental Hygiene owns the site, and officials say it routinely allows agencies to use the grounds, but they must make the department aware of their intentions.

Officials with the State Department of Health and Mental Hygiene (DHMH) told ABC2 News Wednesday that no such permission was requested last week when a BPD instructor shot a trainee in the head.

BPD officials told ABC2 News Wednesday they knew they didn't have permission, and they have been conducting their own investigation to find out who took the class to the Rosewood Center and why.

Meanwhile, investigators with Maryland State Police are working on the criminal investigation of the incident.

The Baltimore County Police Department uses the facility for active shooter training.

DHMH says if city police would have requested permission to use the Rosewood Center, it would have been approved.
