Laurel declares municipal state of emergency

The city of Laurel has declared a municipal civil emergency over of a threat of flooding because of forecast rainfall from a Nor'easter and Hurricane Joaquin.

Laurel's mayor, Craig Moe, announced the state of emergency Friday afternoon.

Moe is encouraging residents to prepare for damage from rain and winds.

The city has already experienced flooding this week, before the Nor'easter or Joaquin even moved into Maryland.
