Chantal barrels toward Dominican Republic, Haiti

Officials in Haiti and the Dominican Republican are concerned that not many people are getting out of the path of an approaching Tropical Storm Chantal. 
 
Chantal is expected to be near or over the Dominican Republican by this afternoon, and people in low-lying areas were told to evacuate. 
 
In Haiti, one street vendor decided to continue selling more snow cones despite the warning. 
 
In the Dominican Republic, Santo Domingo resident Geovanny Batista says, "We're sure nothing is going to happen."    
 
Chantal was becoming disorganized and a hurricane watch was discontinued for the Dominican Republic's southern coast, according to the National Hurricane Center in Miami, Florida.
 
However, a tropical storm warning was in effect for the Dominican Republic, Haiti, Puerto Rico, Turks and Caicos, and the southeastern Bahamas.
