According to ESPN's Adam Schefter, the move comes after trade discussions with the New York Giants fell through.

Monroe hasn't practice this offseason after undergoing season-ending surgery last year. The move creates $6.5 million in cap room for the Ravens, but they take on $2.2 million in dead money in 2016 and $4.4 million in 2017, according to ESPN.
