Rideshare company Uber is threatening to leave Maryland if a law requiring additional background checks is not waived.
The companies will make their case against the law at a Maryland Public Service Commission hearing on the topic Thursday.
The law, passed earlier this year, requires rideshare drivers to undergo a fingerprint test, similar to taxi drivers.
Uber and Lyft, another ride-sharing company, already left Austin, Texas because of a comparable law earlier this year.

Both companies are asking for a waiver to the law - saying that background check they perform themselves are more accurate, and that their drivers give millions of safe rides each year.
Supporters of Uber and Lyft will hold a rally starting at 9:15 a.m. Thursday at the PSC before the hearing.
Speakers will emphasize the valuable service rideshare services offer their communities, such as flexible work opportunities.
The hearing will begin at 10 a.m. Thursday at the PSC building, located at 100 St. Paul Street in Baltimore.
The PSC will decide whether to go forward with the fingerprint law by Dec. 15.
