Marijuana could help the economy. A new study finds that state governments are missing out of billions by not legalizing pot. 

Most of the $28 billion revenue would be from tax on the drug. Critics said that legalizing marijuana could lead to more drug abuse and addiction, but experts say marijuana abuse exists whether it's legal or not.

According to a national survey, 12 percent of pot users are considered "abusers."
