The community is still upset after a 15-year-old was pepper sprayed by police in Hagerstown.
Police body camera video captured the incident just after the 15-year-old girl on a bicycle collided with a vehicle Sunday afternoon. The girl declined to cooperate with the police investigation and declined medical attention before attempting to leave.
The situation escalated and she was handcuffed and put in a police vehicle.
Thursday, her family declined to identify her by name. The girl, who is of mixed race, was charged with assault and disorderly conduct, but her family questioned the entire incident.
"This is not about race. This is about how a young lady has been treated," said family attorney Robin Ficker.
The department's police chief defended his officers’ actions while saying they did not cause the situation to escalate.
"The officers applied their training and stayed within the guidelines of the police department," said Victor Brito, Hagertown's police chief.
Hagerstown Mayor David Gysbergs said the investigation is on-going.
