An Essex man banned for life from commercial or recreational fishing was charged with harvesting crabs Saturday and could face up to a year in jail.
Maryland Natural Resources Police said Thomas William Pannebaker, 45, was working aboard a commercial boat harvesting crabs at the mouth of the Patuxent River when he was caught during a routine inspection.
Pannebaker was banned for life back in 2003 after he was caught and cited for 10 violations, including crabbing with illegal pots and wearing night vision goggles.
He had a court record at the time of more than a decade of crabbing violations, including eight convictions for crabbing in a restricted area, crabbing without a license, using illegal equipment and crabbing on days when he shouldn’t have.
Pannebaker could face a year in jail and/or a $25,000 fine when he appears in Calvert County District Court on July 11.
