Officers arrived to the area of Hillcrest Drive and Greenwall Place for an assault in progress around 10:43 a.m. Saturday.
The female at the scene informed police that she had been in an alteration with her ex-boyfriend.
Police say the woman had visible injuries and appeared to be distraught
Witnesses during the investigation were able to inform police that they saw a black man choking the woman and dragging her in the middle of the street.
Police have identified the suspect as 24-year-old Treye Washington.
Washington was transported to the Frederick County Adult Detention Center and charged with first and second degree assault, theft charges, unauthorized use of motor vehicle and reckless endangerment.
