During July's deadly flooding in Ellicott City, several people risked their lives to save others.

Jason Barnes was part of the human chain made to help save a woman from being swept away by the rushing water.
"Within about 30 seconds water picked me up, took me down the road but I was able to roll out of it and get my footing again and come back and try again and this time with three other people we were able to get to the car and get her out and make it to safe dry land," Barnes said.

Thursday, these heroes were honored by Governor Larry Hogan and other local leaders.

"I remember being here the morning after the flooding and how devastating it was but it's incredible the kind of resilience of the people of Ellicott City," Hogan said.

"Going into this from day one and now three months later and still being so involved with these people, those guys are the heroes," said Catherine Bedolla, one of the residents honored.

Now as the cleanup continues, and the destruction becomes a memory, residents will never forget what went into the rebuilding process.

"I got to hear from citizens and small business owners who just really thought that they had lost everything and might never get it back and now a good portion of the residents have moved back in," Hogan said.

Hogan along with Howard County Executive Allan Kittleman and other leaders saw some of that rebuilding first hand.

"We thought it would be at least a year before we'd open up the street and open up these business, it's only been like three months," said Hogan.

The governor said the area will get federal funding and other aid to shore up infrastructure and other concerns.
