Cleanup efforts began Sunday morning after heavy rain caused severe flooding and damage in Ellicott City.

Main Street in Old Ellicott City is shut down as officials assess property damage to homes and businesses in the area.

Members of the Pennsylvania Incident Management Team were deployed to Howard County to assist.

Governor Larry Hogan signed an executive order declaring a state of emergency in the area, bringing federal assistance and resources in response to the storm. Hogan and Congressman Elijah Cummings both toured Main Street Sunday morning to assess the damage.

Howard County officials opened the Roger Carter Recreation Center at 3000 Milltowne Drive in Ellicott City as an emergency shelter for area residents hit hard by the storm. The shelter is available for those who need to shower, use the bathrooms or charge mobile phones. Officials said volunteers and donations at the center aren't needed at this time.

City residents affected by flooding can call 410-313-2900 for non-emergency assistance.
