Woman hit, dragged in deadly tractor-trailer hit-and-run on I-83

UPDATE -- It happened just north of the Shawan Road exit in the southbound shoulder of Interstate 83 at 9:30 Thursday night.

Maryland State Police say a woman was outside of her disabled car when she was struck by a passing tractor-trailer.

There was a passenger in the car as well but even he barely saw how it all happened.

"He looked up and the victim was being dragged,” said MSP spokesperson Ron Snyder, “It was over that fast."

53 year old Nancy Carter of New Freedom was killed almost instantly.

Reached for comment Friday at Carter's home in the quiet Pennsylvania town, her family declined only to say they believe police were looking for a white colored truck.

State police say their accident reconstruction team is continuing to analyze the evidence from the scene and searching for any MDOT footage that could help.

It was slick and rainy last night but police believe even the driver of a tractor trailer would have known they struck a person.

"I mean anything is possible but we believe this vehicle would have damage to its right side headlight area and again she was dragged 500 feet," Snyder emphasized.
