Traffic was slow-moving on the outer loop of I-695 Wednesday morning during rush hour, at some points a little slower than normal.
Fog was believed to be the contributing factor.
But later, we learned there was something else going on that also impacted the morning commute. The outer loop at Edmondson Avenue became a delivery room as a new mother and father couldn't make it to a local hospital in time for the birth of their child.
Luckily, Baltimore County firefighter Tiffany Queen and her partner were able to help the couple at the scene by delivering the baby.
We're told the mother, father and baby boy are doing well.
