Judge rejects challenge to Baltimore County's zoning maps

TOWSON, Md. - A Baltimore County Circuit Court judge Friday rejected a challenge to the county's 2012 comprehensive rezoning maps, which could have impacted dozens of projects in the area.

In a decision made from the bench, Judge Jan Alexander found the referendum petitions signed by citizens were legally deficient, as the petitions failed to include the required zoning maps. The Court accepted the argument that signors of the referendum petitions did not have enough information to know what they were signing without the maps.

This ruling affirmed the Baltimore County Elections Board decision in February 2013.

Among those projects that could have been impacted based on the challenge was Foundry Row, a $140 million, 50-acre development on Reisterstown Road in Owings Mills. Foundry Row will be anchored by a Wegmans grocery store on the site of the former Solo Cup plant.

"Foundry Row is on schedule and moving full steam ahead."

Foundry Row will feature 365,000 square feet of retail space and include a national fitness anchor, sporting goods anchor, upscale shops and restaurants, as well as 60,000 square feet of Class A office space, according to Greenberg Gibbons.

"This is good news for Baltimore County," said Baltimore County Councilwoman Vicki Almond in a statement. "We are ready to put the petition behind us and focus on the wonderful future that lies ahead for Owings Mills and the County."

Greenberg Gibbons estimates the construction phase of Foundry Row will support 2,300 full- and part- time jobs in Baltimore County and $264 million in sales of goods and services from county businesses. Once complete, Foundry Row will permanently support nearly 3,100 jobs.
