CATONSVILLE, Md. - Baltimore County Police are investigating a deadly hit and run crash in Catonsville.
It happened around 7:30a.m. Thursday on the inner loop of Interstate 695 near Edmondson Avenue.
The victim has been identified as Judith A. Hill, 62, of the 2800 block of Manoff Road, Halethorpe, Maryland.
Hill was a mother, grandmother, friend, and neighbor. She was loved by many. Family and friends have questions with very few answers.
"To not even call anyone, to not even anomalously call an ambulance or anything what it she was still alive," Issac Hill, Judith's son, said.
"There are accidents out there and accidents happen but you had to know you hit somebody and you had to know you did something," Julia White, Judith's friend, said.
Hill was in a car accident on Sunday. Police couldn't find fault. Hill came back out on the Baltimore Beltway Thursday morning to investigate her own accident.
"She was very adamant it wasn't her fault. She wanted to go back to the scene and take some pictures to prove otherwise," Issac Hill said.
While she was investigating, Hill stopped on the right shoulder of the beltway at Edmondson Ave.
Got out of her car, and was hit by a driver who did not stop.
Her friend Julia says there was no job around the house she could not do. She built a shed, fence and just the other day climbed a ladder and patch up the roof. Hill was a nurse for over 20 years with a giving heart and a passion for helping people.
"She really love the patients, she got fired twice for caring too much for the patients," White said.

"I'm going to miss her dearly, she wasn't just my friend she was family. It isn't going to be same around her without her," White said.
