26-year-old man dies in hit-and-run

Sunday afternoon, Baltimore County Police were called to Pulaski Highway for reports of a man lying along the shoulder near Martin Boulevard.

Upon police arrival, the victim was pronounced dead and was identified as 26 year-old Andrew James McNeal.

Investigators are saying that McNeal was hit while walking northbound on Pulaski Highway towards Martin Boulevard.

"Hopefully he wasn't out there too long. We don't believe. It could have been about ten or twenty minutes. With the amount of traffic that was on the roadway in this area, we don't believe it was long but it's just such an unusual circumstance and right now we don't have any witnesses to the actual incident  If anybody thinks they saw something or believes they saw something and didn't call initially, we would ask that they come forward and help us resolve this crime," Corporal Shawn Vinson, Baltimore County Police Department spokesman, said. 

Sarah Mills often walks along the same section of highway. She said she has had a few close calls trying to et to and from bus stops along her route. 

"A lot of vehicles, they drive quickly around here, way too fast. I mean like maybe 75 miles an hour. Nobody really cares. There's really no rules when it comes to driving up and down Martin Blvd and Pulaski Highway. They just kind of go when they want to go," Mills told ABC2.

The car involved left the scene and it is believed to be a silver or gray car with front end damage.
