The school bus driver involved in Tuesday's deadly collision with an MTA bus wasn't authorized to drive a commercial motor vehicle, according to the Maryland Motor Vehicle Administration.

Officials issued a statement saying 67-year-old Glenn R. Chappell failed to update his Medical Examiner’s Certificate, which expired on August 31.

Campbell was issued two letters, one on July 17 and another on September 8, notifying him of the consequences of not updating the certificate, the MVA said.

Drivers are required to maintain their Medical Examiner’s Certificates according to federal regulations.
