Concerns about more violent crime committed by juveniles in Baltimore.
Baltimore Police Commissioner Kevin Davis addressed some of the crime in a news conference saying there is no excuse for violent behavior.

The commissioner said the police department is repeatedly identifying and arresting the same young people. He says the juvenile justice system is broken.
The commissioner also said two 15-year-old girls and two 15-year-old boys were arrested in connection with attacks in Federal Hill on Halloween night.
In a news conference one hour later, Mayor Catherine Pugh talked about the same issues.
She was surrounded by leaders from all city agencies.
"Violence is out of control in this city," said Mayor Pugh.
"That is not Baltimore."

Commissioner Davis says these daily meetings are the most productive he has ever been a part of.
The meetings are a key part of the Mayor's crime plan. All the city agencies meet to talk about how to combat the crime of that day.
Mayor Pugh is also looking to raise $10 million in funds for Safe Streets Baltimore to significantly increase the reach of that program.
