Marilyn Mosby addresses body cam video of officer appearing to plant drugs

Baltimore State’s Attorney Marilyn Mosby addressed the body-worn camera video that appears shows a city police officer planting drugs in a criminal arrest.

Mosby said she couldn't comment on the pending investigation, yet wanted to correct information. She said the case was indicted on Feb. 21. There were 10 body-worn camera videos in total.

The video, released Tuesday by the Officer of the Public Defender, was taken during a drug arrest in January. It shows an officer placing a can in a trash-filled lot as two other officers look on, then activating the camera and returning to pick up the can and pulling out a plastic bag of white capsules.

Officer Richard Pinheiro has been suspended of police powers. Police Commissioner Kevin Davis said at a news conference Wednesday that two other officers were put on non-public-contact administrative duty.

The body cameras save 30 seconds of video before they're activated. Davis said the video was one of four body camera videos of the incident.

The incident is under investigation.
