The Health Harbor Report Card will be released Monday morning.
The Inner Harbor, Patapsco River, Jones Falls and Gwynns Falls are not excepted to be safe for swimming and fishing this year.
A sewage pipe that flows into the water is misaligned by 6.5 feet.
Last year, the harbor received failing grades because of fecal bacteria in the water, water clarity and or too much algae in the water.

The continuation of the pipe problem, failing city infrastructure and poor maintenance contributes to the Inner Harbor's failing water rating.

The 2017 report card will be available at 10 a.m Monday.
The Healthy Harbor initiative began releasing report cards in 2012 as part of its efforts to have the water clean by 2020.
