4 years since Tyrone West's death

Tuesday marks four years since Tyrone West died in custody of Baltimore police. 

West's sister is holding a memorial starting at 7 p.m. at the intersection of Kittmore and Kelway roads in Northeast Baltimore where he died. 

West died after being arrested during a traffic stop. Officers say they asked him to get out of his car when they noticed a bulge in his sock and suspected drugs. Officers chased west and tackled him -- he died while in handcuffs.

The department says West died because of a heart condition and dehydration, but a forensic review said he died because he couldn't breathe. 

City police say they did find cocaine on West, but his family says police have not been able to produce drugs as evidence.
