Baltimore City Councilwoman Mary Pat Clarke plans to introduce a bill that would give more power to water customers in the city.
If passed customers could request a personal one-on-one hearing if their water bill "spikes" or if they have some other problem with the service.
Appeals would be limited to once a year for homeowners and tenants.
The bill would be identical to water bill policies from the past. Clarke says she is trying to bring the practice back.
