The Baltimore City Council approved the $660 billion public financing project for Port Covington Monday.
The project, created by Under Armour CEO Kevin Plank, has pledged millions to south Baltimore, and promises to bring thousands of jobs for residents.

Mayor Stephanie Rawlings-Blake is expected to sign the legislation.
