The president of Frostburg State University has won a national award for policies that have reduced citations for underage drinking by the students of the western Maryland school.
Jonathan Gibralter is this year's recipient of the Presidential Leadership Award, given annually by a coalition of higher-education groups to recognize success in promoting a climate that de-emphasizes alcohol consumption.
The school's policies include notifying parents of alcohol violations and requiring students to face a university judicial board even if they were arrested off campus.
Spokeswoman Elizabeth Medcalf says citations for underage drinking off campus fell by 39 percent after that policy was implemented last school year.
