How Ferguson impacted Baltimore

It was one of the most talked about, most covered stories of 2014. A Ferguson, Missouri police officer shot and killed a man named Michael Brown.

It sparked national backlash against police, and theories that crime would spike as police officers actively decided to step back from their duties, to avoid being accused of abusing their power.

More than a year and a half later, a new study is giving us insight into the impact on Baltimore. Dr. Stephen L. Morgan, a Bloomberg distinguished professor at Johns Hopkins University, joined ABC2's In Focus to discuss the 'Ferguson Effect' in Baltimore.
