Man pleads guilty in attempt at sex with minor

A convicted sex offender pleaded guilty Thursday to using a computer to try to get an underage girl to have sex.

According to the plea agreement, in the fall of 2014 William Ray Wagner, 33, of Harford County was talking someone he believed was a 14-year-old girl on Facebook. The person was actually an undercover Harford County detective.

Wagner had graphic discussions about sex using the computer and tried to meet the person he thought was a teenage girl to have sex. In October 2014, Wagner scheduled to meet the girl at a Bel Air restaurant then walk to a trail to have sex. When he arrived with a blanket and two condoms, he was arrested.

He was previously convicted of having unlawful contact with a minor in 2009 and was already required to register as a sex offender in Maryland. In April of 2014, he was arrested and charged with failing to register as a sex offender.

If the court accepts the plea agreement, Wagner will be sentenced to 10 years in prison with a lifetime of supervised release.

Sentencing is scheduled for Sept. 9.
