Teen charged with hate crimes

PORT DEPOSIT, Md. - A man has been arrested in charged with hate crimes and attempted murder.

A joint investigation with the Maryland State Fire Marshal and the Maryland State Police concluded with charges filed against the Port Deposit man.

At 1:53 a.m., Sunday, State Police responded to 21 Maple Hill Drive in Port Deposit in reference to a malicious destruction of property call.

Deputy State Fire Marshals were also called to the scene to assist.

Fire Marshals determined that an accelerant was present on the porch area of an occupied structure.

The investigation lead to the arrest of an 18-year-old, Devin Tyler Francis of Port Deposit.

Francis has been charged with attempted first degree murder, first and second degree attempted arson. threat of arson, assault, malicious destruction of property, resisting arrest and hate crimes.

Francis is being held at the Cecil County Detention Center without bond.
