Carroll Co man charged with rape, kidnapping

A Westminster man has been charged with raping and kidnapping an 18-year-old woman Thursday night.

Police said 48-year-old David John Stultz of the unit block of Pennsylvania Avenue was charged with kidnapping, first-degree rape, first-degree sexual offense, and second-degree assault. He's is listed as a Tier III registrant in the Maryland Sexual Offender Registry.

Around 11:20 p.m. Thursday, police were contacted by a man who said he and a female friend were confronted by an older white man as they walked on Winters Alley in the unit block of Pennsylvania Avenue in Westminster. 

Stultz told the victims he was armed and ordered them to the ground, according to police. He then grabbed the woman and forced her toward Pennsylvania Avenue.

Officers responded and said they found the woman and Stultz in the back yard of a home in the unit block of Pennsylvania Avenue being sexually assaulted.

Stultz was immediately taken into custody. The woman was transported to the Carroll Hospital Center for evaluation and treatment of non-life threatening injuries.

Police say the victim was not a student at McDaniel College, but was visiting a friend who is a student there.

"Two officers thought they had heard what they described as a woman whimpering and they followed the sound into a yard not too far away and when they illuminated the area with their flashlights, they found both individuals and the woman was being actively assaulted at that point."

Deeya Eyler told ABC2 she heard the commotion on Winters Alley behind her house Thursday.

"I came around the corner and the police are out with assault rifles and they had the alley blocked from the entrance to the archway and I went right back in," Eyler said.

 It is a crime which has shaken up people throughout the neighborhood.

"It's changed her life forever. She will never be the same," said Wendy Buchanan.

The suspect is currently in custody and awaiting transportation to the Carroll County Detention Center for a bond hearing.
