Registered sex offender sentenced to life in prison

A Westminster man was sentenced to life in prison Thursday after a guilty plea for kidnapping and sexually assaulting an 18-year-old woman in May 2016 near McDaniel College. 

David John Stultz III, 49, was a registered sex offender who had been convicted in 1998 for the rape of a Baltimore County teen. He had just been released weeks prior to the Westminster sexual assault. He had served nearly all of his 20 year sentence.

At approximately 11 p.m. on May 5, 2016 David John Stultz III, 49, came up behind an 18-year-old woman and her boyfriend who were walking in the downtown Westminster area. He indicated he had a gun. He forced the boyfriend to get down on the ground and then he physically abducted the victim, according to the Carroll County state's attorney office.

He then directed the victim down a driveway and through several dark back yards of houses. In the rear of one of the yards, he made her undress and began to sexually assault her.

The victim's boyfriend called 911 and police set up a perimeter to locate the victim. Officers located the victim in a backyard. Stultz was on top of her. Officers took Stultz into custody and obtained medical assistance for the victim.

Stultz pled guilty to one count of kidnapping and one count of first-degree sexual assault.
