The holidays are always hard for Jenny Carrieri.  Christmas 1995 was the last time she saw her twin sister Jody LeCornu alive.

"I just wonder what it would be like with her," she said.

It was just a few months after the holiday when the chilling crime happened.  The 23-year-old was sitting in her car in the parking-lot of a shopping center along York Road when she was shot in the back.  Jody managed to drive across the street to another lot, but she didn't make it.  Baltimore County investigators said the triggerman followed her, and took something from Jody’s car before he drove off.

For 20 years the reason for the murder, and the name of Jody’s killer has puzzled police and tormented Jenny.

"I want to figure out what happened to Jody, and I’m gonna keep going until I do," said Jenny.

Frustrated with a lack of answers, Jenny took things into her own hands.  She hired a lawyer, requested access to Jody’s murder case file, and when that was denied, they sued the police department for the records.

"I felt like I had no other choice, seeing that leads weren't being followed up on and contradictions, and I feel that I wasn't being told the truth about some things," she said.

That was back in October.

Last week, the department finally responded to the lawsuit, denying most of the allegations in the complaint.  Jenny and her attorney are moving forward, they filed an amended suit and hope to speed the process along.

"It was just another let down,” she said.  “I just feel like, you know, an uphill battle, just trying so hard just to get these answers and the truth."

Over the years there have been theories about the unsolved murder; it was a drug deal gone bad, or a random robbery.  Detectives have witnesses, surveillance videos, fingerprints and a description of the triggerman and his car, yet the case is cold.

Jenny says she just wants a fresh pair of eyes to look at the evidence, and maybe bring some closure after so many years of pain.

"I'm fighting, and fighting, and fighting,” said Jenny.  “But I’ll keep doing it."
