Baltimore County Police have charged Brian Keith Cooper Jr., with impersonating a police officer and a sex offense.
This is Cooper's fifth sexual offense that police have charged him with.
Police became aware of this incident on May 18. A woman reported that she had been a victim of Cooper's in November of 2015.
The victim was walking on Bethlehem Avenue near Graceland Avenue when a man believed to be Cooper, drove up to her and asked if she needed a ride or wanted some "company."
She got into the vehicle and the man would pretend to be a cop and forced her to do a sexual act and then drop her off where he found her.
