Baltimore County employee charged with possession, distribution of child porn

OWINGS MILLS, Md. - A Baltimore County government employee has been charged with possession and distribution of child pornography after detectives found thousands of sexually explicit images of young children on his home computer and other devices, Baltimore County police said.

David Michael Gaine, 58, of the 9300 block of Fitzharding Lane in Owings Mills, was released on $125,000 bail after he turned himself into the Towson precinct Friday morning.

The Baltimore County Police Department’s Crimes Against Children Unit began last November following a tip from the National Center for Missing and Exploited Children.

Investigators said Gaine’s devices contained more than 5,000 images and videos containing child pornography.

The images show pubescent and pre-pubescent boys and girls, including babies and toddlers. Investigators said Gaine also participated in chat rooms with others interested in child porn.

Police said Gaine has worked for Baltimore County for 11 years as an inspector for the Department of Permits, Approvals and Inspections. He was suspended without pay when the investigation began, and the county plans to fire him now that he’s been charged, police said.

Detectives found no evidence Gaines downloaded or viewed child pornography using county equipment or on county time.
