Dundalk man charged, Westminster man sentenced in separate child porn cases

Officials Wednesday announced the arrest of a Dundalk man and the sentence of Westminster resident for charges related to child pornography in separate incidents.

Richard Loftice, 54, was charged with three counts of possessing child pornography, according to Maryland State Police.

“The Maryland State Police Computer Crimes Section assisted Homeland Security Investigations (HSI) special agents with a search warrant related to the possession and distribution of child pornography during July 2013,” according to a release from state police. “A forensic analysis of computers seized from the residence revealed evidence of child pornography, which led to the charges being filed.”

Loftice is awaiting an appearance before a Baltimore County Court commissioner for a bail hearing.

If convicted, Loftice could face up to 15 years in prison.

Joshua Foe, 35, of Westminster, was sentenced Wednesday to 63 months in prison, followed by 25 years of supervised release for having and sharing some of the 277 photos and 296 videos depicting sexually abused children that he had on his computer.. Foe will also have to register as a sex offender.

Undercover agents twice over the course of a year downloaded media files shared by Foe between Sept. 11, 2012 and March 16, 2013, according to the U.S. Attorney's Office.
