BALTIMORE - Baltimore Police have arrested and charged a man with murder and a handgun violation after shooting a man who was wearing a ballistic vest.
The incident occurred around 4 a.m. on July 16 in the 2200 block of Cedley Street.
According to police, Darnell Mitchell, 28, was shot and killed while Mark-Anthony Sandang Ramiro, 30, filmed Mitchell wearing a ballistic vest.
Police say Ramiro fired one bullet at Mitchell which struck the victim above the vest.
Police were notified of the incident after Mitchell walked into a local hospital for treatment. Despite medical efforts, the victim died from his injuries.
Homicide detectives identified Ramiro as the suspect responsible for the murder and arrested him.
Ramiro is being held at the Baltimore City Central Booking and Intake Facility.
