Kevin Simpson, 20, is charged with murdering Martel Jackson, 27 and Oscar Torres, 16. Police also believe Simpson shot a 27-year-old man in the head, although the victim is expected to survive.

Torres was shot in the head on May 26 at about 1:45 a.m. in the unit block of South Mount Street. Torres and the 27-year-old man, unidentified by police, were transported to the hospital. Torres died from his injuries. The other victim is expected to survive.
Simpson is charged with two counts of murder, attempted murder, assaults and other related charges, according to charging documents.
Simpson remains in custody, held on manslaughter charges from another case. Police believe Simpson stole a Ford Fusion after killing Oscar Torres.
Police located the stolen sedan a day later. When police attempted to intervene, Simpson drove away, police said in charging documents. Simpson ran a stop sign, crashing into a van and killing 12-year-old Shaniyza Taft.
