Man charged with 13 counts of child porn

BALTIMORE (WMAR) - There are signs of children in David Fisher's Dundalk neighborhood, the toys, the ice cream truck and the hand of mom escorting the youngest across the street.  Signs of innocence are next to a home that police say held images too graphic to describe. 

"You can't trust anybody, even if it's your neighbor," said Crystal Jefferson, a neighbor.   

One neighbor, who wants to remain nameless, says 43-year-old Fisher moved into his apartment on Saint Helena Ave. in Dundalk a year and a half ago.  He said he never saw kids at the home. 

"If there was any kids coming in and out of there, we would have confronted that ourselves here at the neighborhood," he said.    

Even police call the charging documents painstaking.  The victims are as young as two years old.

Detectives found an e-mail sent by Fisher that said he had recorded family members and that the sexual acts "teach them the meaning of life."  The investigation started in November when fisher's fiance' found the child porn on his computer and tipped off police. 

Detectives set up a sting.

"We pretended that we were also a 14-year-old girl, and we lured this man and arranged a confrontation where he was going to have a sexual relationship with a juvenile," said Anthony Guglielmi, Baltimore police spokesman.      

Fisher was arrested on Thursday and charged with several counts of distributing child porn, along with sexual solicitation of a minor.

"To a child it ruins their life, ruins their thinking, it ruins their trust.  They don't know who to trust, years of therapy," said Natalie Ricketts, a neighbor. 

The charging documents say fisher's ex-wife was in on the sex acts with minors and it's possible she will be charged, as well.
