Baltimore Police have released the identity of a 16-year-old boy shot and killed in Baltimore Monday afternoon.
Joseph Payne, of the 4200 block of 4th Street, was shot in the chest around 3:40 p.m. while in the 3600 block of St. Victor Street.

He was taken to an area hospital where he was pronounced dead.
Police said Payne and two others who were shot earlier in the afternoon were walking the neighborhood streets when the were hit.
