Annapolis man charged with kidnapping

An Annapolis man has been charged with kidnapping in relation to an incident in which he held up another man at gunpoint and tried to get him to withdraw money from an ATM.

Police said Ronald Keene, 35, has also been charged with armed robbery, first- and second-degree assault, handgun on person, use of a firearm in a felony or violent crime and three counts of theft. He is being held at the Jennifer Road Detention Center on $500,000 bond.  

Officers responded to a bank in the 900 block of Bay Ridge Road around 9:30 a.m. on New Year’s Eve for a report of an armed man. When they arrived, they saw Keene getting into a car outside.

After stopping that car, they found a 39-year-old man who said Keene approached him in the 1300 block of Tyler Avenue the day before, threatening him with a gun and forcing him into a car.

The victim told police Keene took him to an ATM, but he couldn’t withdraw any money. Keene held him hostage all night at an area residence, and returned to the bank the next morning, when bank employees became suspicious and called police.

Police didn’t find any guns on Keene or in his car, but three firearms were taken from the residence where he kept the victim.
