Police identified the man found dead under the Weems Creek Bridge in Annapolis over the weekend.
Zoltan Hamor, 40, was wearing swim trunks, a scuba mask and holding a lit flashlight when he was pulled from the water.
Maryland Natural Resources Police say Hamor is from Hungary and was in the U.S. on a work visa. Investigators say he lived on a boat in the area.
Police were called to the Weems Creek Bridge Sunday after witnesses reported seeing a head floating near the bridge that morning.
The movable bridge had been closed to cars over the weekend for repairs to four of its hydraulic lifts.
