Answer to 9) is b) George Washington.   A year before the Declaration of Independence was drafted and signed, the "Father of Our Country" had been commissioned by the Continental Congress to lead the new colonial army in the fight against the mother country, Great Britain.  General Washington received a printed copy of the Declaration and read it aloud to his troops stationed in New York City on July 9, 1776.  A surviving part of the original document that Washington read is here.
