I support efforts to make education more affordable. If a young person has the grades, test scores and desire to attend college, I think he or she should have that opportunity. 
The Maryland DREAM Act says that if you attended high school in Maryland and your family pays taxes to the state, in-state tuition rates should apply because we want the young people in our state to be among the most highly educated in the entire country. That's what has driven the Maryland economy for many years and I believe it is the right policy.
Should Maryland allow another casino to be built in Prince George's County?

I have misgivings about gambling in Maryland generally.  However, the General Assembly and the Governor passed a law to put this question before the voters, who will ultimately decide whether this casino is built.  I support that process.
What is the best option for healthcare in America?
X President Obama's Health Care Act is a great start towards fixing healthcare in America.

The health care reform law is a critical first step in reducing the cost of care and providing access for those who currently don't have insurance.  It preserves what works in the current system and makes improvements to the parts that are broken. It will lower costs for seniors by closing the "donut hole" and reducing costs for prescription drugs while also providing free preventive care under Medicare; it provides coverage for young adults under age 26 and bans discrimination due to pre-existing conditions.  It also caps out-of-pocket expenses and does away with lifetime limits on care. For those who have no insurance or want to change plans, it creates health care exchanges where individuals can choose from multiple private plans and benefit from more affordable group rates.  I am determined to see the law fully implemented.
How can we improve the economy in Maryland?
We should simplify the tax code, and lower tax rates so that investors can put money back into the economy.
We should lower taxes on the middle and lower classes and raise them on the wealthy.

There are critical choices ahead on our nation's economic and fiscal policies.  I believe we can get our economy moving again by literally rebuilding America -- schools, parks, roads and public transportation are in desperate need of repair.  We can spark a resurgence in manufacturing -- we can "make it in America" once more -- if we rebuild at home and invest in innovation and technology.  
Our tax policy should reflect our nation's values -- encouraging entrepreneurship and innovation, strengthening communities, and sharing the costs of government equitably.  I favor a simpler, more progressive tax system and a comprehensive and responsible long-term deficit reduction proposal that does not undercut economic recovery or undermine our basic American principles of opportunity and fairness for all.  The most effective way to improve our nation's fiscal condition is to build a strong economy.
What should we do with Afghanistan? 
We need to keep working there until it is a true democracy.

Last year, I participated in a six-day trip to Iraq and Afghanistan.  I came away, as all do, tremendously impressed by the commitment of American soldiers and civilians to executing their mission.  The daring raid on Osama bin Laden's compound reinforced that impression.  His death is a significant blow to al-Qa'ida and a credit to the tremendous dedication of the American military, the intelligence community, and our national security leadership. 
However, given the litany of challenges we face, I am not convinced that maintaining a major troop presence in Afghanistan can achieve our stated goals and, even if it can, whether it is worth the additional cost in American lives and treasure.  I have supported measures that would reduce overall troop levels in Afghanistan as quickly as can be safely done and to change our mission there to one that is strictly targeted counter-terrorism.
What are your views on abortion?
X It is a woman's right to choose. The government shouldn't be involved.
Abortion should only be allowed in extreme cases like rape, or to protect the health of the mother.

Summarize your views on the issue
Issues such as abortion, contraception, and reproductive education divide Americans who hold sincerely felt but conflicting views about these policies.  My view is that, within the boundaries established under Roe v. Wade, a woman's decision about whether to carry her pregnancy to term is hers alone.   
I have opposed recent efforts to eliminate federal funding for the Title X Family Planning Program and Planned Parenthood because I believe these programs provide critical preventive care to women and men across the country and in Maryland.
