ANNAPOLIS, Md. (AP) -- Maryland Comptroller Peter Franchot has been sworn into his second term in Annapolis.
Franchot said Monday he believes Maryland needs a comprehensive review of spending at the state and local levels.
Franchot, a Democrat, defeated Republican William Campbell with 61 percent of the vote in November.
The comptroller is the state's tax collector. The office also regulates the alcohol, tobacco and motor fuel industries.
The comptroller has one of three votes on Maryland's Board ofPublic Works, which approves state contracts, along with the governor and treasurer.
