Maryland State Police say the crash happened around 5:30 a.m. on the inner loop of I-695 in the area of Bel Air Road.
A police spokesperson said that a man was struck by a swerving tractor trailor when he was changing a tire on the side of the road.
After the tractor trailer hit the man and vehicle, an infant was ejected. Another passenger was in the front seat of the vehicle.
The adult passenger and the infant were taken to a local hospital priority 1.
