BALTIMORE - The video uploaded to YouTube is of an incident two weeks ago. It is obviously recorded on a phone by a student in a classroom; Baltimore City Schools confirms it is from Digital Harbor High School in Federal Hill.
You can watch as the female student flicks at and taunts the substitute teacher at the front of the room.
Then you can see the teacher dodging something that comes at her...all to the giggles and laughter of the rest of the class.
"My initial response was again, disgust."
Marietta English is the head of the teachers union in Baltimore city.
She's seen the video and says it happens more often than you think.
"Respect for adults. Somewhere there's just, no civility. They don't even respect the adults in the classroom who are trying to deliver a lesson and this is the battle we fight," said English.
To counter it, English encourages teachers to report this kind of verbal and physical assault to school police, administration and the teachers union.
In this case, Baltimore City Schools says the substitute did not file police charges but chose to let the administration handle it.
The administration declined and on camera interview but did tell us two days after the incident there was an investigation and at least one of the students in the video was disciplined, although we were not told how.
"I think it happens every day. We ask teachers to file a complaint with us, fill out the forms so that we can keep our own records. We just believe it happens every day in some school, somewhere," said English.
Making bullying not just a child issue, but a broader social and generational one.
Baltimore City Schools confirms the video was recorded at Digital Harbor High School on October 22 nd, the same day it was uploaded to YouTube.
The administration there disciplined that student two days later.
