BALTIMORE - The Baltimore Public Works Department is handing out more than $4.2 million in water bill refunds after an audit found that the agency overcharged thousands of customers.

The audit, released on Wednesday, says that some homes only got estimated water bills for years at a time, while others received no bills.

The department is issuing refunds to roughly 38,000 customers in the city and Baltimore County.

Department of Public Works officials say are tripling the size of the staff that deals with customer complaints.

They also plan to revamp water meters and the billing system but officials say that could take years.

The billing problems were detailed Wednesday before the city's spending board.
