James L. Hooper – Unjustifiable Prescriptions
BOARD AWARE OF ISSUE:
Complaint from pharmacy in TN to board 5/22/2009 (Pg 3, 6/7/2011 order)
QUOTES FROM DISCIPLINARY ACTION DOCUMENTS:
--“The Board found that the physician prescribed drugs for illegitimate medical purposes, is guilty of unprofessional conduct in the practice of medicine and that he is professionally incompetent to practice medicine. The physician repeatedly provided his patients with prescriptions for large amounts of Controlled Dangerous Substances, failed to perform or document any physical examination, and prescribed CDS without sufficient medical justification.”
--“Respondent was prescribing controlled dangerous substances (CDS) to patients who were traveling six or seven hours to see him in his office in Maryland and then returning to their area of residence in Tennessee to fill the prescriptions. The patients did not appear to be in pain, paid cash for their prescriptions, and often presented in a pair or group.”
