TOWSON, Md. - An Annapolis paver ABC2 has been following for months is now facing more legal trouble.  According to a search of Maryland court records, Tommy Clack is facing a new charge in Baltimore County.  Those records show Clack was charged December 22nd for acting as a contractor without a license.  The complainant listed in the records is Renee Crawley, an investigator with the Maryland Home Improvement Commission.

MHIC launched an investigation into Clack's operation last spring after hearing from more than a dozen Marylanders who claim Clack offered to pave their driveways at a discount but later increased the price by tens of thousands of dollars.  Some consumers claim they paid as much as $32,000 for paving that was reportedly quoted to cost only $4,000.

Clack has previously been charged criminally in Anne Arundel, Queen Anne's and Howard Counties for acting as a contractor without a license.  Charges in Howard County were not prosecuted by a spokesman for the State's Attorney's Office there says they are involved in the on-going MHIC investigation.  Clack was offered a plea deal in Anne Arundel County back in November, but prosecutors told victims in court Clack backed out of the deal at the last moment.

An ABC2 News investigation uncovered a massive multi-state, multi-county paving scam run by Clack that has ties to North and South Carolina.  Following that investigation, Clack was hit with a cease and desist order from the Maryland Attorney General's Office of Consumer Protection.  The order not only demanded Clack stop operating until he got the correct license, it also stated he should pay back any consumer who patronized his services while he operated without a license.  To see the original ABC2 investigation, click here .

Clack is due in court on this latest charge on February 13th.
