Tommy Clack arrested in Florida

KISSIMMEE, Fla. - An Annapolis-based paver with outstanding warrants in Maryland was arrested over the weekend in Florida.  According to the Osceola County Corrections Department, Tommy Clack was taken into custody Friday on a set of outstanding warrants from Lake County, FL.  While in custody at the Osceola County Jail, Clack was served a local warrant issued by Annapolis Police. 

Clack, an unlicensed contractor, is accused of running a paving scheme in Maryland, with victims claiming he overcharged them by thousands for service. A warrant for his arrest was issued by the Queen Anne's County Department of the Sheriff back in November.  He's been charged with acting as a contractor without a license and theft in that jurisdiction.  Last week, a bench warrant was issued for Clack in Anne Arundel County after he failed to appear at a hearing on charges related to the theft of items delivered to his home by a North Carolina company that were never paid for.

An ABC2 News investigation found Clack was running a wide-reaching paving operation that spanned three states and several Maryland counties.  The Maryland Attorney General's Office issued a cease and desist order against Clack, ordering him to stop paving in Maryland until he gets the proper paperwork.  He was also ordered to repay consumers he worked for when he did not have a license.

The Anne Arundel County State's Attorneys Office confirms approval has been given to extradite Clack back to Maryland for prosecution. But Florida authorities may want to deal with him first.  According to the Lake County Sheriff's Office, Clack is charged with crimes including theft from persons 65 years or older. Court documents related to those charges indicate Clack paved the driveway of a 92-year-old woman without her permission.  He then attempted to secure payment for that service by contacting a representative at a local bank the victim indicated handled her finances.

Clack, according to the documents, used the alias of Edward Clark during that transaction and also told the victim's financial representative, "He had known the victim and her deceased husband for a long time and grew up in the area as well as he was a retired U.S. Marshal and the former District Attorney of Miami."

The affidavit of probable cause also details a prior history of complaints against Clack, including a Lake County investigation into a driveway paving scam that defrauded a 75-year-old victim out of $55,000 in 2007 and an additional $23,000 the following year.
